This paper proposes and evaluates several mechanisms, including
limiting OUT packets;
including the reserved rate in a field in the packet header, and
using the reserved rate field at the queue in dropping packets; using
token-bucket policing with three drop preferences; and modifying
TCP's congestion control to include awareness of the reserved rate.
