The proposal ("UDP tunneling with router interception") does *not* require 
that the unicast and multicast topologies are identical - only that they 
overlap in places.  (The tunneling for each recipient takes place from the 
first upstream router at which they overlap.)

I agree that this doesn't help much for very asymmetrical networks (such as 
satellite downlinks), but fortunately these networks are likely to be 
multicast-enabled anyway.
